Citing a <a href=\"https:\/\/www.conservation.org\/docs\/default-source\/publication-pdfs\/final-full-report_green-passport_10-2-2019.pdf?sfvrsn=77fe4ae4_2\">2019 report<\/a> (<span class=\"small-text\"><abbr title=\"Portable Document Format\">PDF<\/abbr><\/span>) by Conservation International, Mak noted that the report suggests two ways to erase this funding gap: 1) levy new fees on visitors; or 2) levy a surcharge on the existing transient accommodations (<abbr>TAT<\/abbr>) and the car rental taxes or reallocate some of the money already collected for environmental purposes.<\/p>\n<p>According to the blog post, the state spends less than 1&#37; of its annual operating budget on natural resource management. Conservation International estimates current annual funding is about $360 million short of what is needed.<\/p>\n<h2>Other visitor green fees worldwide<\/h2>\n<p>Fourteen destinations worldwide issue a visitor green fee, according to Conservation International. It said the Pacific island nation of Palau has &ldquo;one of the most effective green fee programs in the world, a $100 <abbr title=\"United States Dollar\">USD<\/abbr> visitor fee embedded into airline tickets.&rdquo; Likewise, Ecuador\u2019s Galapagos Islands also imposes a $100 <abbr>USD<\/abbr> entrance fee at the port of arrival with the revenues directly used to fund &ldquo;conservation, protection and management.&rdquo; Conservation International noted that visitor data shows that implementing the fee did not impact visitor arrival rates.<\/p>\n<h2>Supporting <abbr>HTA<\/abbr>\u2019s plan<\/h2>\n<p>The visitor green fee may be a solution for the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Tourism Authority (<abbr>HTA<\/abbr>) as its new <a href=\"https:\/\/www.hawaiitourismauthority.org\/media\/7785\/hta-oahu-dmap.pdf\">Destination Management Action Plan<\/a> (<span class=\"small-text\"><abbr>PDF<\/abbr><\/span>) for <span aria-label=\"Oahu\">O&#699;ahu<\/span> calls for the establishment of a &ldquo;regenerative tourism fee&rdquo; that &ldquo;directly supports programs to regenerate <span aria-label=\"Hawaii\">Hawai&#699;i<\/span>\u2019s resources, protect natural resources and address unfunded conservation liabilities.&rdquo;<\/p>\n<h2>Environmental user charges<\/h2>\n<p>Not included in the Conservation International report is an environmental user charge for the use of publicly owned or publicly provided facilities or services. An example is the entry fee at the Hanauma Bay Nature Preserve.
