The Hawaii Employer-Union Health Benefits Trust Fund (EUTF) is holding its Open Enrollment period for the July 1, 2026 – June 30, 2027 plan year. This is the annual opportunity for eligible employees to enroll in, change, or cancel their health benefit plans—including medical, dental, prescription drug, vision, premium conversion plan, and life insurance—for themselves and their eligible dependents. If you do not wish to make any changes, your current plan enrollment will continue automatically.

Important Dates

Open Enrollment Election Period: May 1-29, 2026

  • Enrollment Deadline: May 29, 2026
  • Premium & Plan Changes Effective: July 1, 2026
  • New Premium Deducted from Paycheck: July 20, 2026 through July 5, 2027
  • Plan Year Benefit Period: July 1, 2026 – June 30, 2027

New Changes

  • HMSA 90/10 PPO Closure: This plan is now permanently closed to new subscribers. If you are not currently enrolled, you cannot select it. If you are currently enrolled and switch to a different plan, you will lose the ability to return to the 90/10 PPO in the future.

  • Reduced Out-of-Pocket Costs (75/25 PPO): The HMSA 75/25 PPO maximum out-of-pocket (MOOP) will be reduced from $5,000 to $3,300 (single) and $10,000 to $6,600 (family), making it a more financially competitive option for high-use members.

  • Free Preventive Specialist Screenings: PPO plans now cover annual preventive skin cancer screenings by a specialist at 100% in-network (deductible waived), reducing costs for proactive health monitoring.

How to Enroll

For active employees eligible for EUTF health benefits, including those adding or removing dependents, changing plans, or canceling coverage.

  1. Review the .
  2. Attend an (optional but encouraged).
  3. Submit your enrollment changes through the .
    • New users: First .
    • Existing users: Log in with your HB Number and Password in the bottom section. Do not click the Single Sign-On option in the gray box at the top.
  4. All enrollment elections must be submitted or postmarked no later than May 29, 2026.

Paper Enrollment:

  • If you are unable to use the self-service portal, you may complete the . Submit the enrollment form and proof documents to your HR representative no later than the enrollment deadline. Forms submitted after the enrollment deadline will be rejected by the EUTF.
    • NOTE: If making changes to health plans, coverage selection, dependent information, and/or PCP election, please mark all the plans and coverage that you wish to be enrolled in, not just the ones you want to change.
  • A confirmation notice will be sent by the end of June.

The Premium Conversion Plan (PCP) provides an opportunity to health care plan participants to save some tax dollars and make the most of their paychecks.

Employees who are enrolled in any health care plan offered through the EUTF (excluding Part-time and Temporary Medical and Prescription Drug Plan) may participate and increase their take home pay by paying their health premium contribution on a pre-tax basis. Most employees elect to pre-tax their premiums.
